Imagine this scenerio...you are a community manager for a homeowners association.  New homeowners have moved into a home in your association and have never lived in a HOA before and also never read their ACC guidelines, rules & regulations, etc that were provided at closing.  So the new neighbors decide that they need a privacy fence in their backyard because 1. they want the privacy 2. they have a dog that they do not want to escape and 3. they have younger children and they worry they will run into the street.  They hire a contractor to put up the fence and go and purchase all the wood.  You, the community manager are doing your monthly drive-through when you notice that a privacy fence is being built and is almost finished.  You try to recall if a written approval was made for this fence and you come to the conclusion it must not have because 1. it is taller than what is allowed per the ACC guidelines and 2. it is not the right "type" of fence.  After getting back to the office you look at the platt map and realize that not only is the fence all wrong but it is over the property line and is partially into the neighbors yard.  You call the homeowner to discuss what is going on and they get pretty upset.  They already purchased all the materials and paid the labor to have it built and now they have to take it down.  They had no idea that they needed permission to put it up...it was in the backyard.  Now not only are they out a few grand for the fence they are also very upset about the process and probably have an awful outlook on what HOA living really means.
