A common misconception. While some may be violators....

It's LED headlights on regular beam often, it's not that their high beams are on. LED headlights feel light hibeams, especially on SUVs and trucks.

Morning Paul.

It doesn't happen ofter in my area.  What does happen a lot is those trucks coming up behind you, their headlights are situated where they hit the rear view mirror just right.

The low beams when they are the white or blue tint higher than safety allows LEDS is part of it Paul. Illegal headlights from the local car parts place is part of the blinded by the lights Paul S. Henderson, REALTOR®, CRS  (Cue the Springsteen song... up and out. Fade to black).

I've noticed that some cars (Audi's) blind everyone else coming the other way without high beams.

Yes, it is very annoying if not blindingly dangerous. I also think the new lights on cars are too bright, especially the LEDs.

I hate when you get those guys in the monster trucks. They forget that when you raise the truck up 12" you also raise the headlights 12". They should adjust them to compensate for the lift.

Like others have mentioned, it is often newer LED headlights, not the high beams.  My son replaced his headlights with LEDs and they are blinding on the low setting.

No.  I've noticed MANY new cars on the road out here (as of Jan. 1 we have to have specialize paper license plates, not just dealer advertising plates).  I don't know any newer car that doesn't have auto dimming lights.

The new headlights are much brighter..my car auto dims its actually a little annoying but does eliminate one more aspect of driving...

We don't have to change headlight settings,

touch our gas pedal (crusie control does that),

auto wipers that detect rain and activate the windshield wipers,

braking systems that detect you are too close and hit the brakes for you

I wonder if all these smart car systems are making it easier for drivers to be distracted from driving because they have nothing to do lol
