Yes. You need Tor access. Google Tor and you can obtain and download software that will allow your computer to access the dark web. It's mostly porn and trolls basically. But any kind of weird Fringe group that you wanted to observe you will find there as well.

TOR onion network and one other similar software make up the "dark web".  It's "Dark" because you can't get to it with your standard web browser and Google can't index it.  A lot of good legit stuff on there, in addition to the illicit stuff.
