In our area, water rights are big. If you have a farm, or need to irrigate a large area, the value tied in with water rights can determine whether or not you can use the property as intended.

Most any property on water in Virginia has what are known as riparian rights. On Amelia Island Florida, ocean front properties have a lot of set back laws.

This is too vague of a question. All properties need water rights in some form, or they can't be financed... and have little value except, perhaps, as a camping site.
