I just discussed this with a waiter a couple nights ago. We were laughing because my move when they do this to me is to stare at them, and calmly finish my bite. I'm amazed at how many just stare back. Why wouldn't they realize "bad timing" and come back in a minute or two.
My bride and I have an agreement when out together, the full mouth ignores and the empty mouth responds. If we're both eating, then it's the "double stare " move.
