Fred, I would have a handyman remove all of the insulation and the moisture barrier and be available to assist the plumber, electrician, gas installer. Those trades can all be called and just work out the schedule with them as they are available - no particular order, just not all at once. 

Then, the carpenter can make any repairs, check band sills and clean up the foundation. 

Have your local pest company come in before you reinstall insulation and the vapor barrier. If you have typical fungal growth, your handiman can spray it.

Finally, the handyman can install new insulation and install a new moisture barrier. 

I would only do this if it was my own home!! Otherwise, I would follow the direction of a contractor.

I'll snap a picture of the spray our contractor used when we ripped out part of our crawl space.

What is the existing foundation under the crawl space? Dirt? Add galvanized 1/4 inch wire to keep out larger than a mouse. Get two bags of diatomatous earth and cover all the dirt (keeps out slugs, bugs, ants) with a 1/8 inch.

I would seal all the wood under the sub floor. You can buy a mixed product or mix mineral spirits and boiled linseed oil- let it seep in. Or you could paint it with oil based paint to seal. Can you add some concrete to the foundation?  Diagnose all run off. Do you have rain gutters that take drainage away? Now is time to fix any grading issues. Borrow a moisture meter and check all areas.  Then your order is good.

Propane installation is the trickest step, harder than electrical. I would look in to setting up a cell tower on your roof/ or a Yagi/ or find out what cell service satellite is available there ATT will give you the cell line in a rural area. I suggest this as a back up to the house phone. If you have satellite you can set up an xbox and have movie channels :) Windows are all sealed?  What wiring can be done above grade or from the roof? Just thinking  My suggestions are things I've done off grid houses. I'm more one of using simple inexpensive materials rather than the can off the shelf that is labelled: sealant.

Look into a lift up door from the floor from inside the home to access the junction of all the plumbing and electrical which in a pinch will allow you to diagnose a problem in the future without having to crawl under the house in a storm, inexpensive little details can make life easier. Has it ever flooded? Buy a fifty dollar sump pump that hooks to a hose. Buy a generator while you are spending :)

Switch sub floor and carpenter positions... note:1. All subs basically piggy back on the previous subs work or set up the next sub coming in. 2. They also serve as inspectors of their work too. 3. They also clean up for the next guy. I remember rough carpenters telling me how the concrete guys didn't place anchor bolts in the poured foundation either straight-up or in the right support/anchor areas for their base-plate so it is important to talk with each sub & pick brain before, during & after. On site supervision works

Is this your personal home Fred? I'm surprised so much needs to be done on a 1996 home. Based on what you wrote it appears you have the order down. I would explain to each contractor what you're doing and make sure they're on board with the order. Best of luck!
