High Point Civic Association (HPCA) - Annual Meeting 2010 - Sandy Springs GA! Located nestled inside I-285 Perimeter Highway is the High Point Neighborhood. This is a fabulous activity Community Association that has done a wonderful job over the last decades working to make Sandy Springs a city. Their other main component to the neighborhood association is that they have stayed on top of zoning issues to keep the area in check. When items have come up where developers asked for variances, the association would attempt to understand what they were asking and make sure it was within the bounds of what is in the High Point neighborhood now.
