Having endured major wildfires the past four years that affected a huge amount of acreage and at least 140 homes and other structures, the City of Poway in San Diego County, has adopted some strict new guidelines in hopes of minimizing any future wildfire damage in the community of Poway. Many of Poway's homes are adjacent to open spaces and the City of Poway  is imposing, effective September 19, 2008 new clearance guidelines to help mitigate any future fire loss. The soon-to-be enforced guidelines include clearing 100 feet of space around the residence or other structures of flammable chaparral fuels. Wednesday AM Market Wholesale mortgage rates are down this morning after Fannie Mae Mortgage Backed Securities dropped 4.5 basis point to 6.333% from 6.378% yesterday. A basis point is 1/100 of a percent Dow Stocks down 141 in early trading. Crude oil is up $1.84 at $114.85 a barrel. Treasurys edged higher Wednesday after a pair of government reports showed retail sales fell while import prices rose in July.  Excluding automobiles, sales rose 0.4% last month, the smallest gain since February. Borrowers should never go first when a lender tells them "show me yours and I'll show you mine". A flyer came in the mail the other day; gray, semi-official looking, undated.  It was from the "Negotiation Center" claiming that I might be able to negotiate a 30 year fixed rate loan for 5.875% (5.923% APR).  Because the letter undated I guess, the rates were always good.  Well... maybe not because a pretty good wholesale rate today (08/11/08) is 6.375% at par and the advertised APR did not allow for even one discount point. I had to check this out.  After I dialed the 800 number and I was eventually hooked up to a woman with an Irish brogue who called herself Paddy Kelly, Really!  When I asked about the 5.875% rate Paddy explained that it was indeed available but she needed my application...

Wednesday's Market Wholesale mortgage rates are slightly up this morning after Fannie Mae Mortgage Backed Securities rose 2.7 basis point to 6.350% from 6.323% on Tuesday. A basis point is 1/100 of a percent Dow Industrial Stocks were down 50 in early trading. Crude oil is up  51 cents to 119.68 a barrel. Treasury yields climbed Tuesday as Federal Reserve policymakers convened to consider the state of the economy and decide what to do with U.S. interest rates. Stocks gained, detracting from the appeal of government debt, after a report showed the services industry is doing better than many expected. Based on calls I receive there is still a lot of confusion about FHA loan commissions. Since the recent resurrection of FHA loans there is much misinformation published on who can receive a loan commission.  I am sure you have received emails claiming that FHA approval is not required to originate FHA loans.  The bare bones truth of the matter is: No one can represent the buyer or seller as their real estate agent and receive a commission on an FHA loan. In order to receive commissions on FHA loans the loan officer must be a W2 employee of the lender and cannot have any other real estate or mortgage affiliation. Last Thursday night, Congress introduced bipartisan legislation, H.R. 6694 that would reauthorize and reform charitable downpayment assistance. This bill would remedy a harmful provision in the new housing law which limits homeownership opportunities for low and middle-income Americans. The legislation, sponsored by U.S. Reps. Al Green (D-TX), Gary Miller (R-CA), Maxine Waters (D-CA), and Christopher Shays (R-CT) reauthorizes and reforms charitable downpayment assistance funded in part by sellers, which has helped over one million families and individuals become homeowners since 1999.
