Some have expressed concern about the way meetings are conducted, the tactics used for enforcing the Covenants, Conditions & Regulations (CC&R's), questioning what the association dues are paying for or how the money is spent, or even if there is a need for an association.Let's face it, when we moved here we knew there was an association and what the rules were. If we didn't like them we could have selected another location. There are plenty of subdivisions around the lake that were created without CC&R's, many choose to live or not to live in those areas because there is no conformity or little enforcement of the county regulations unless there is a complaint. The following is a message from Daniel Krause, President Riviera-West Property Owners BoardIt's the time of year when things start to slow down and our efforts turn toward cleaning common areas up. The water plant / marina area is in need of repairs and the Board will be starting to clean and make repairs, where necessary. We are looking into replacing the entry gate with a heavy duty motor that we hope will not continually break down. We also plan to work with the Water Board in cleaning up the Water Plant. The replacing of existing docks will take some time in planning and raising funds. We would like to thank Richard Apfel for removing the submerged dock that collapsed this past summer. After two years of a self imposed moratorium the Riviera West Mutual Water Company board unanimously voted in their September 23rd meeting to allow water hookups effective November 1st in the Riviera West Subdivision.  Originally scheduled to end in January 2007 the board lifted the ban because "the system has the capability to supply the existing homes and new growth," said Water Company president Jim Snodgrass.  "However, our water supply concerns are not over and conservation is still vital. Responsible water use, monitoring of growth, increasing efficiency of the facility are a few of the factors that the Board will continue to address."  Snodgrass continued.All new building construction was stopped in September 2005 because the water company stopped issuing permits for water hookup...

At long last a park in the Clear Lake Riviera is coming closer to reality.  Supervisor Rob  Brown has convinced the county to allocate another $100,000 towards the project.The four acre parcel adjacent to the elementary school has been targeted for a community park.  There has been several meetings to get community input on what we would like to see in the park design.  Some of the ideas that are being considered would be baseball diamonds, soccer fields, picnic tables and playground equipment.  The cost of such a project is currently up in the air until the community expresses what it wants in a park.  "We have $400,000. to work with, obviously that won't be enough but we are not sure how much more we will need, it all depends on what the community wants in a park," said Supervisor Rob...

Construction is underway for the long awaited stop light at the intersection of Hwy 29, 281 and Red Hills Road.  The intersection has been a scene of numerous accidents in the past few years even with the $2.3 million sight distance improvement project completed by Caltrans in December 2005.The project was spearheaded by a grass root effort of community members and supported by Supervisor Rob Brown.  "Most of the work should be completed November 1st," said Brown.  "I want to give thanks to all of those residents that helped me to convince Cal Trans that this was something that we all needed in order to save lives.""Let's hope that this will be the answer," said area resident Mary Miles Ryan.  "That intersection was just too dangerous to leave it the way it was. The county has been busy with road improvement throughout the Kelseyville area paving several areas that were in need of repair. In a recent interview with Rob Brown, Supervisor for District 5, Brown said, "The Benefit Zone road work has been completed in the Buckingham and Riviera West and they look great!!" said Supervisor Rob Brown.  "I want to thank the residents in those areas who made such an investment and partnered with the County to make their roads new again. There is a ballot measure under way in the Riviera Heights and Meadow Estates on Cobb, to put their roads in to a Benefit Zones as well.  As homeowners attempt to prepare their properties for the fire season, rumors are flaring throughout Lake County that have sparked confusion regarding the specifics of the lot-clearing permits.According to Ron Yoder, Lake County resource planner, there is no permit required for lot clearing, as long as the soil is not disturbed. "If all they were going to do is use a chainsaw to cut vegetation at ground level, no permit is needed. However, if the lot is 30 percent grade or higher, or if 10,000 cubic\ yards of material is to be moved, then a grading permit is going to be required," said Yoder.A spokesperson for the community association said that most of the lots in the northwest of the subdivision have been successfully dealt with.  The new CC&R have taken center stage once again at the Clear Lake Riviera Community Association.  After a long and arduous process of public hearing and debate the new revised CC&R's were agreed upon by the Board and put up to a vote of the Association members.  Each property owner has one vote per lot owned in the subdivision.  All owners of  each lot should sign the ballot.  If only one owner signs, the Association will count that vote assuming agreement of all the owners.The document was mailed out to property owners in June 2006 and has yet to be ratified by a majority vote however at this time less than 1/3 has voted.  It will take fifty percent plus one to be either passed or rejected.  There is no time limit on how long the voting process is to take place.The changes were outlin...

New Look At Soda Bay CoffeeThose who frequent the Riviera Shopping Center may have noticed some definite changes not only to the parking lot but to the sidewalks surrounding the businesses.  For some time the entrance from Soda Bay Road has been in need for repair, the asphalt has been crumbling with the amount of traffic that flows through the parking lot daily.  "We decided to repave the area in concrete rather than asphalt," said Bob Braito, owner of the shopping center.  It was less expensive to use concrete compared to asphalt and it will last much longer.  Additionally the sidewalks were widened allowing for protection of the wooden pillars.While these repairs were going on several of the customers of Soda Bay Coffee who have their morning coffee on the bench and tables outside th...

We are well into fire season and things are heating up for lot abatement.  In the Clearlake Riviera alone there are approximately 1500 lots that are in violation according to Bob Frane who volunteers his time at the association office.  "We sent out 214 notices this year and 71 lots have been cleared so far," said Frane.  "Due to the fire hazard caused by overgrown trees, brush and grass we are requiring that the lot be trimmed back or cleared in order to come into compliance with or CC&R's," continued Frane.  California law (PRC 4291) requires property owners and/or occupants to create 100 feet of defensible space around homes and buildings, according to a pamphlet produced by the California Department of Forestry and Fire Protection.  They recommend that the first thirty feet around y...
