Valle Vista -- Just outside of Kingman Arizona A new industry is taking root just outside of Kingman AZ that will market the area as a destination for wine travelers and enthusiasts. Resident Don Stetson and his business partners broke ground on a new winery and event center in Valle Vista on Sept. 30.          Stetson Winery is the second such endeavor to break ground in the Valle Vista area. Cella Winery, which is located nearby, harvested its first crop of mature grapes in September. When it is completed, Stetson Winery will house not only winemaking equipment, but also a tasting room, sales room and event center for weddings and other parties. The Mohave County Board of Supervisors approved a zoning change that will allow Sun West Bio Diesel to proceed forward with their plans to construct a plant just outside of Kingman.  In spite of vocal opposition to the plant from Valle Vista residents concerned about the safety of the project the Supervisors unanimously approved the change. The planned site, currently zoned agricultural/residential will be changed to heavy industrial providing the plant is started within two years.  If the company fails to produce the property will revert back to original zoning. The company still needs to get air, water and other permits from the state and federal goverment agencies.  This rezone is just the first step in the process to build and operate the facility. Hualapai Valley Solar is one step closer to reality.  Pending approval by the Western Area Power Administration the 4,160 acre solar power facility will include an electrical substation, a 500 kilovolt transmission line and hopefully provide power to the Meadview-Phoenix line.  Next step is public comments on issues in connection with the Environmental impact statement. Located in Kingman off Airway Avenue on Santa Rosa Drive the modern building complex is putting on the finishing touches and has had great success in filling open positions. The Board of Supervisors unanimously votd to adopt a property tax rate of $1,2637 per $100 of limited assessed value for 2010.    County Manager Ron Walker states that tax rates have decreased approximately 7% over the last few years. Although values were raised last year, this reduction should help property owners in the county that are suffering through the nationwide economic turn down. ADEQ (Arizona Department of Environmental Quality) will issue  an Air Quality Control Permit to the steel reshaping plant just west of Kingman. Nucor purchased the plant from NorthStar last year and spent this time retooling to return it to production.  The Nucor Chief Operating Officer is hoping that the plant will open in September but cautioned about economic conditions.  The facility will emply up to 50 workers.  Good news, jobs for Kingmanites. If all goes well, Kingman will be getting a Christmas present in December 2010.  Dave Zanetell, project manager for the Hoover Dam ByPass Project, has announced a target date of late fall 2010 to open the eagerly awaited bypass that will cut  an hour off the travel time between Kingman and Las Vegas.  Now that the support arch for the bridge (named MikeO'Callaghan-Pat Tillman Memorial) is complete and will rise approximately 900 feet above the Colorado River.  It has taken almost 20 years from conception to the awaited completion. In the last few months, probably the last few years, there has been a huge amount of development that wants to create solar farms, wind farms and biodiesel plants. This week has been an extremely active week trying to get approval for a biodiesel plant and also a solar farm in the Kingman area. These two entities have brought their presentations to the county planning and zoning commision for Mohave County on Wednesday of last week and also this Wednesday. A Canadian Company, Rocher Deboule has manganese in its sights in Mohave County.  They have purchased Artillery Peak located 80-90 miles south of Kingman. A company spokesman cites that currently 95% of the manganese used to make U.S. Steel is imported from overseas, particularly from China.  China's own needs have reduced the amount of manganese available for export.  One of the few American reserves of this mineral is located at Artillery Peak.  Although mined before, the company believes there may be up to 150 million tons of 3-4% grade ore, making Artillery Peak the largest source of manganese in the U.S. The company hopes to have the mine up and running in 2 1/2 years with the hope of employing about 100 people.  They currently are in the process of permitting the site.
