one of the forums suggested turning off hardware acceleration in chrome
Settings > Advanced > System / Use hardware acceleration when available (turn this off).
also, you could try another browser for comparison
I'd suggest Microsoft Edge (the new version)
or Firefox
Edge, however is built on the same foundation components as Chrome is so it may have the same result. Worth a try
.... but maybe the hardware acceleration to OFF setting would help if you try that first

My thought would be drivers as well, but you've already tackled that. Since Dario Ferreira asked the great question about Vimeo (which I did not think to ask), my next thought would be to click the "cog wheel" icon for settings and choosing a different playback quality and make sure playback speed is normal.

Does it happen with Vimeo videos also?
Could be a video card issue.
With computer off, I would disconnect all connectors from back of computer case, blow any dust, then reattach everything.
If that does not work, I would disconnect everything again, open up case and reseat all boards, especially the video card.
While in there, I would blow off all dust.
Make sure you ground yourself first by touching the metal frame before disconnecting power cord.
