The old Miami-Dade codes, which have been greatly ammended by counties and cities, state that anything expected to contain 100 lbs including its own weight must be mounted on a loald bearing wall (aka 16 inch centers instead of 25 inch).
I would imagine nails would not be the preferred means of attachment.
The good news is reports of upper cabines falling upon unsuspecting occupants is greatly exagerated. But let Fauci know and he'll have a new health hazard to run with.

Not sure about building codes, but if you use cabinet screws into studs, you'll be fine, and most likely, will be up to all codes.
Cabinet screws have very high shear strength, so each screw can withstand hundreds of pounds.

Code or no code it needs to be fixed. I don't know what code requires but surely there are recommendations. How many nails did he put in the cabinet? It also needs to be secured to something solid and not just the drywall. I hope you're able to help this lady.
