It depends on what's required in your area by municipalities. We had builder contractor, electrician, electrical inspector, septic town contact, septic installer, foundation digger, foundation installer, water softening folks, well driller, well installer, sheetrock installer, window designers/installer, hvac people, insulator, flooring/carpet installers, bathroom tiler, garage door installer, painters, cleaner, and I'm sure I'm missing a few. In my case it was at least 26 people I can remember. I'm not including lender/underwriter/title attorney/etc - we bought the property years before the house build for cash.

In a GRI class we were asked how many 'touches' during an EXISTING residential transaction and were able to get past 50 then.
Add the building crew and staff? Could be 70-ish folks.
There's no absolute here, as 'anything can happen and probably will' that you didn't intend or expect.

I haven't the foggiest, but my guess is that this won't be a concrete number and that the size of the property being built will dictate the number of people working on specific trades. Plus any construction items outside the normal scope (solar, off-grid living, defensive structures, etc.) would require additional specialists. Out here in Malibu, one guy (former CIA) hired two different crews, one to work on the west side of the house and another to work on the east side, so that no one person knew the entire layout of the house. Get that level of security involved, and your people count will skyrocket.

The lender needs aset of plans, so buyer should already have builder lined up. Can't get a permit until well is dug and approved. New construction here requires 5 gpm. Access, driveway permit, easements, inspectors, tradesmen includes excavators, concrete men, brick and stone masons, electric, power company, roofers, carpenters hvac mechanics, drywall, tile, carpenters, counter and cabinet men, appliancaes, painters, etc, etc, etc. There could easily be 200 or more different people on the job from start to finish.

1 Real estate agent, architect + assistant, contractor (2), grading crew (4), foundation crew (at least 4-5) + we had pylons pummeled into the ground by a different crew (at least 4) + city engineer to design and approve the pummeling! Framers (I think there were 4-6 of those guys), plumbers (3), electricians (2-3), insulating crew (3), termite/pest team (2), veneer team (4-6), roofers (3), windows (4 including salesman), HVAC (3), hardwoods (3), tile (2), cabinets (3, including designer), granite (3, including selections/fabricator/installation), ANOTHER set of electricians & plumbers to do the installations (4), designer/supplier for plumbing fixtures (1 + delivery team of 2), millwork/interior carpentry (3), millwork/exterior carpentry (3), painters, (4 or 5), garage doors (2), gutters (2), concrete for driveway/patios/sidewalks (3), landscapers (3), fencing (2), finish guys (including mailbox, etc.) and cleaning crew (2-4).
Then you have your inspectors (county and private - 3-4), if you're doing a construction-to-perm, you will also have the lender and his/her inspectors at each draw increment (they are often not the same inspector - ? 3-5), processor, underwriter, attorney, abstractor (Title search), paralegal and Clerk of Courts for Deed recordation.
And, I'm sure I missed a few!! So, 100+ people employed in this process...

My wife and I built our home on 2.5 acres 30 years ago, owner builder. It was a lot simpler then. We did a lot of work our selves and hired friends for plumbing and electrical. Not sure I would want to take on the job now, everything cost so much more and rules have changed.
