I went thru this a few years ago & honestly gave up. There are templates in Publisher that you can use & probably in Word also. I thought that it was collecting all the content was the hardest part. I would rather pay for it & have it done.
I went this route where it is a harder 5.5x8 sent out to my clients. Maybe this will help you. Couple of different kinds. When checking out these companies I was really disappointed at the terrible content. I would have been embarrassed to send any of that stuff.

Get on KCM mailing list (free) and the content they encourage you to leverage is MORE than enough.
Since your newsletter will have local content, I suggest not relying on the template of another. Experiment on your own using MS Word or Publisher to create something that shows you do your own work and demonstrate you own genius. I had an executive from a insurance company call me solely because my letter far exceeded what their marketing department could do. Don't be afraid to fly alone with is easier than developing your own voice in the real estate wilderness. Don't be another smiley face in a sea of smiley faces.
KCM will give you relevant content which will catapult you into creating your thread that your reader will follow. Remember, you are only talking to 1-5 people regardless of the size of the mailing list. Get personal and connect.
