I'm from NYC... it's rare that I initiate conversation with people I don't know beyond a quick hello. If they sit there every evening my assumption is they are their to enjoy the sunset... I would leave them in peace as I would appreciate being left in peace in their shoes.

Of those three choices, I'd probably just wave (sort of a #2). That leaves them in peace but is friendly.

Or... 4. Offer to build them a bench so they don't have to lug their chairs down every day (if that's doable and the grown children don't mind of course)

Been there done that. Leave them but, take them brownies or something else to welcome them to the neighborhood. Then you'll find out if they are open to southern hospitality or want to keep to themselves.
