With just the information you posted, I'd say off-site landlords. They are most likely to buy.
1) Owners already have a place and unless they want to change to a condo that suits them better, then the value would be in them letting their friends know a condo is for sale.
2) Landlords - This sort of depends on why they're landlords. If it is because they can't sell their place then not a lot of help. If they're investors, then they're likely to want to buy more and may have cash to pay.
3) Tenants - There may be a variety of reasons they're renting and it is iffy if they can or can't qualify for a loan.

Assuming it's not a "all units are identical" situation. If it's one of the move-up models or the largest model, maybe on-site owners would be interested. Smaller entry-level unit, probably not.
Landlords: Any of the unit sizes would be good for them, but how big is the pool of landlords?
Tenants: They may be interested in buying it, or buying in general. Only main downside is you'd only be limited to ones close to the end of their lease. People in the first third of their lease are not going to be interested in breaking the lease or paying a lease AND a mortgage.
As to my answer:
If the unit is a highly desired large, view, penthouse, or some other form of specialty unit, then I would market to the entire building with a generic message. That way, you could hit all three demographics at once, or at least two of the three if you didn't want to send a just listed to the offsite people.
If it's an entry level unit, landlords. Mid-range unit, owners of smaller units, tenants of smaller units, and landlords.

I think #3 might secure you more juice and even if they don't buy that one, you might secure a future buyer. In SoCal, I find owners occupying a weak result; they are comfortable in their fruit salad. # 2 will always try to buy at least .65-.70 /$1.00 making the prospect a tough sell to your sellers who know it is still a Sellers' Market.
