I used to write a weekly post which showed all the new listings in my town, and for each one, I'd include my own brief write-up about the properties (# beds, central a/c, style house, etc, never any adjectives!). Was that "advertising?" If so, the answer is yes. At the bottom I included a note that indicated the listings were from various companies, and data was from MLS.
If you are just writing about a specific listing ("most expensive listing this week in my town" or "most interesting home") and you don't make it look like your listing, and don't use any photos or words from someone else, I don't see why you can't just write about it. You'd be writing to share knowledge. Maybe you'd get a lead, maybe not.
Or you could write a little blurb ("Just came on the market in "my town" this week) and link to the MLS listing.
But you can't take someone else's marketing/advertising and use it as your own. Because it's not.

In our MLS it would only be permissable with the listing agent and his/her brokers permission HOWEVER feeds from the MLS are allowed that scroll through the entire MLS. At least that's how it works in our MLS Kate Steven . That being said our MLS is the most toothless dog I've ever seen as I see violations every day and nothing ever gets done about them. Keep in mind the MLS is NOT the Real Estate Commission. Violations involving the REC do get taken care of.

What do you think IDX where all the properties are showing up under your banner appears to be doing? Sure there is an itty bitty listed by Country 22 or Bee Bop Realty somewhere in 4 pt font type... but the cheesy grin agent from 6 hours away in the same state at another agency next to your property imagery and narrative snippet gives the impression hey folks this is my listing. No you the agent can not right click the images, steal the video url and rewite or copy and paste the tell me the property story of another agent/broker/REALTOR and act on your site uploads like this is your brand new shining listing. But IDX within the rules on display is pretty darn close. It appears as if you have thousands and thousands of listings and we all know inventory is king.

Deiliberate listings of other homes likely requires (depending on the state) permission from the agent or broker who "owns" the listing.

The listing broker must give permission for advertising of their property by another broker. However, that's kind of the whole point of MLS, IDX, broker reciprocity etc. We all do have listings from other companies. But. They are clearly and prominently shown to be listed via cooperation with the listing brokerage.

As long as you advertise the listing BROKERAGE also.
Sandbox rules say you need permission. The reality is the broker to broker agreement that governs MLS submissions is based on broker to broker reciprocity. Be aware, the agents play NO ROLE. They don't own the listing the broker does.
Be aware, bad sandbox behavior can result in the offending agent experiencing extreme difficulty getting their calls returned. A buyers agent who can't get access to property to show buyers won't last long.

In our area you would need the listing agent's authorization. The listing agreement gives the listing agent and their office authorization to market the property. It does not give permission to anyone else. Make sure said permission is in writing. Preferrably a document, but a text/email at least.
And there's a difference between sending prospective buyer's listings via IDX which is all covered by MLS agreement rules (which one should check on regarding such a question) and creating one's own postcard or flyer or landing page or....... and sending it to prospective buyers. The listing being sent or promoted via IDX contains data and comments that the listing agent/office have created and the seller has approved. Anything someone else crafts on a piece of marketing has not been approved by either the listing agent or the seller. So if you want to avoid the possibility of complaints - get permission first. And it's best to pick a property listed by someone in your office.

I would ask the agent's permission and definitely if using photos (cannot without authorization); probably need to provide name of listing brokerage (ie courtesy of), but again not without their overt permission. Owners may hold listing agent responsible for photo distribution for home security reasons, so listing agents should in turn ask their seller clients for permission. However, I see companies "hijacking" new listings via IDX for examle, all the time and presenting them as almost their own (tiny attribution at end somewhere...). Good question.

If you are a Realtor, you must abide by the Realtor Code of Ethics, so no, you cannot advertise another Realtor's listing without permission from that Realtor.
The IDX is another story. Typically sellers sign an RLA (residential listing agreement) which allows the listing to be syndicated, and that authorizes the right of another agent to buy an IDX to showcase all listings on her website. Every so often I get a call from a listing agent who should know better (but doesn't) and they can be really rude, in-your-face rude about demanding the removal of their listing from my website . . . to which I reply: Tough S$it. LOL.
