I am unsure what you mean by "regulated".  There are disclosure laws they are required to follow, by law.  That said, many don't follow the laws and there is little that can be done about it.  I am in California.

Washington State: If you're talking about Property Managers for rental condo and apartment units, yes.  If you're talking about the HOA officers/managers, no.

    A manager can be a salaried employee; no license required.   However, if you advertise or hold yourself out to the public as being able to manage a community association, you must be licensed.

HOA management companies do have to have licensed brokers overseeing the HOA. However, individual owners can manage their own property. I'm not sure to which you are referring.

Association management companies need a business license. An accountant(CPA), and state property management credential which requires a  CA RE broker license. The maintenance lead will remove all realtors signs while keeping his relative sign there years around.

In California, I am not aware who would be the licensing agent for a company that offers professional HOA management. They would require a local business license. They would also be subject to the requirements of the Davis–Stirling Common Interest Development Act.

Dennis ~ Here in Virginia, any company that serves as a "common interest community manager" must be licensed through Virginia Real Estate Board.
