I highly doubt the agent always wants to be at the showing.  Much more likely, the seller wants the agent to always be at the showing.  I've had a client that was blind require me to be present at all showings.  If something was missing or messed up after a showing, he wouldn't know it immediately.  Also, I have had luxury listing where the sellers required the agent to be present for showings.  There's the security issue, and in some cases, my presence was a neccesity to opperate the many complex features of the home.   

 

As far as the lockbox goes, even if it's required for the agent to be present, a lockbox simplifies things.  What you have multiple luxury listings, it's far more practical to leave the keys in lockboxes at the homes, than to have a key ring with all the keys.  The keys could be lost, stolen or misplaced.  Or, they could simply be at the office when you're right around the corner from the home that needs to be shown.  Maybe you have multiple showing agents on the listing broker's team that need to be able to access the home.

I can understand an agent present as we do what our sellers ask us to do, but if indeed they have to be there it does defeat the purpose of the lock box..

Perhaps because on the occassion when she can't accompany, she'll allow the use of the lockbox, so they won't miss the showing.

Or maybe if she's not near her keybox, she can grab them out of the lockbox when she shows up.

May be required by the seller or HOA, & the agent puts a lockbox on the unit so they don't have to keep track of the key, or can get another agent in their office to show the property. 

We have a brokerage here where the broker requires agents to be present at all of their showings of a listing.

Some sellers require it whether it is vacant or occupied. The other reason could be too may buyer agents leave lights on, leave door unlocked and dont scramble codes when they put the key back

9 times out of 10 it's the seller who mandates the agent accompanied showing. Been there done that. But I put the lockbox on the door so if I get permission from the seller to not accompany, the other agent can show.

Might be at the request of the seller? It's not unusual at condo's, but that is normally when lockboxes are not allowed. The agent may just want to "sell" or hear the feedback first hand.
