Each market will be different. I have read about success stories using newsletters.   I think it could be successful if the effort is consistent and your market finds it useful.

Rent control is a tough subject until it is defined. Not sure of your area or the definition of rent control. As for content, the more imposrtant thing is consistency of delivery.

Actually, the front page should have about 5 headlines

Those headlines announce each of the five convictions EVERYONE makes every year, and yes, real estate could be one of those topics.

The thing is you can not know which of those five are at that moment providing a portal of access.  For example:

Until I purchased my Honda Pilot, I did notice them on the road. Now I spot them all! I have provided access to bypass my RAS if a marketer knows to exploit it. 

In the communities you identify there are observable clues that identify the portal available to you. Exploit it!

Only you know how much of your population has real interest in rent control. In most owner occupied residential communities, that segment is not large.

I used to send out a newsletter that would contain several columns like Upcoming Events in the area, current trends in decorating, news about the market, sales statistics, etc. I tried to offer something for everyone. I think it worked pretty well.

I don't think it's too much and I'm also not in favor or rent-control.  I hope the Contra-Costa law stays in effect, which will help prevent similar measures from impacting our areas and single family homes.

No, we live in times of instant messaging and little time for reading. I believe a few subjects of value a one perhaps 2 page max is more beneficial.

I can't say for certain.  I do know that one size does not fit all.  The more you have the more likely you will have something for most of the readers .... if they are in fact reading it.
