Some boards operate with only 1 person in the office... It's bad when you went out for spicy food the night before and you're stuck in the little boys/girls room unable to answer the door...
Not certain of the issue at your board, however, if the door needs to be locked and they will be unable to answer for a short time, it would seem to be a common courtesy to at least post a note on the door...
