It depends on where the land is. Are you governed by any Covenants?
That may or may not prohibit you from drilling a well.
I have owned large parcels of land in Arizona (where I operate as a broker) that CCRs for the subdivision (many remote areas are subdivisions w CCRs) required hook up to municipal water if it was available.
I'd speak to Development Services for your County and determine feasibility for your particular parcel.
You may also wish to contact a local well driller familiar with the area your parcel is in and find out if they have drilled any nearby wells.

Water rights are grandfathered into every parcel of land in AZ with no restriction. But you must check where your parcel is located on former State Trust Land, i.e you are the beneficiary of a State Trust. Nonetheless, you'll have to apply for a permit before you dig for a private well - then you'll get more details.

In your application you have to state how much water and for what purpose, in which location, etc...

As well, you'll have to consider the cost. We have two types of water - surface or ground water. You may hit water at 200 feet, and you may not. In which case, the more you dig the more expensive it gets to the point where it makes absolutely no financial sense - at least for domestic use.

So, a common practice is to truck in water into a storage tank, at a fraction of the cost of digging a well over the life of a property.

We are lucky that here in NH we have ample good clean water. If you have a rural lot without city/town water. You simply drill a well. No water shares or similar issues here
