My initial thought was, who cares, just someone get it there. Then after reading answers and thinking about it, I came up with the buyer's agent should get it to the lender (assuming it is not a cash deal), and the lender will then have the contract to the closing attorney/title agency. Regardless, just someone get it to where it needs to go. If it is you, do what you need to do to get your property, and then seek advice from an attorney how to report the situation, if that is the path you want to pursue. I am sorry to hear you are in this situation.

Has the escrow already been opened? In our market, the escrow is often opened prior to contract agreement. If I am the agent who opened the escrow, I send the contract to the title/escrow company. If the other agent opened the escrow, I get the contact info for the title/escrow company and find out what the want. If they need the contact, I send it to them. Your agent needs to cover all bases.
If someone is waiting for an executed contract in order to open the escrow, they need to get on the ball.
