That regulation about talking to buyers about other houses during an open house without the seller's permission is quite an eyebrow raiser.
If the seller refuses to let their agent discuss other properties, should the hundreds of agents in town holding other houses open be notified not to discuss the house of sellers who want to silence their Realtor?
If the uncooperative sellers disallow discussion of other houses during their open house, I suggest a reciprocal rule that requires that the seller's house be put in withdrawn status during the open house so that hundreds of Realtors holding other open houses will not have a reason to discuss the uncooperative seller's house either.
Also, a new MLS field can be created warning thousands of Realtors that the uncooperative seller's Realtor is not allowed to suggest any other listings during the hours of the open house. And, to be fair, all other Realtors are prohibited from trying to sell the uncooperative seller's home during the hours of the open house. Any third party Realtor's attempt to discuss, promote or sell the uncooperative seller's home will be unlawful.
At the open house, it will be mandatory to hire a bouncer who will check if the potential buyers are represented by other Realtors. Buyers with representation will be barred from entry to the house to prevent the uncooperative sellers from benefiting from the illegal discussion of their home by non-compliant Realtors.

We have a state convention for REALTORS next week and new laws, ones that did not make it and why, it is an afternoon discussion. I don't know why local agents don't attend their state Realtor meeting. The networking, the hospitality suites, the education with all the continuing credits for real estate license renewal is huge, a good value of time and money ROI. We don't do open houses and video has taken over the open house on demand on the buyer's time.

Oh, they keep adding new steps to the choreography of the real estate transaction as managed by the real estate professional.
The consumer will say, "Stop of the BS and give me a simple solution."
And the role of the agent gets further diminished and the documents requiring signatures piles higher.
In the case you copied for us to read it appears agents at an open house CAN share with buyers others real estate currently available. Such action is important to reveal the subject real estate is competitively positioned. How this became an issue suggest other forces at work.
Those forces are normally identified in the joke, "What is 19 attorneys up to their neck in cement? A: Not enough to miss.
