Did you call me Joan? I actually don't receive notice because my voicemails convert to text and I can just read or play them, so don't actually know when it's full. I suspect these are the same agents who do not communicate well. Some only have one agenda to double end deals by not processing your offer. Some like office phone I can understand they do not go there often enough..... I ask the receptionist where the agents spend time the most.... eMail or tex. Sometimes I stop at the office finding agents are will not pick up their phone.

Be aware, when cell service capacity of the area is exceeded, the carriers start playing tricks. Conserving bandwidth by preventing the ability to leave a message is transparent to the subscriber and causes the user to believe the faults lies in the person called.
Other tricks are sending direct to voice mail when heavy load present.
And of course the ever popular dropped call. Usually immediately after answering.
And in all of these the consumers blame each other.
Now, there ARE those citizens who fail to undersand the purpose of voice mail. These citizen believe, "If it is important they will call again."
