Cynthia, the truth is that none of us can really afford to pay for leads (even if you had the budget, it is a bad investment). So you're smarter at 2 years in then a lot of agents. Congratulations on that. You're in the right place too. Write about your area, and great reasons to live and work there.Write about yourself and how much you love the lifestyle there. It doesn't cost anything, and it helps you position yourself as an area expert.

Host open house often.  If you don't have your own listings, ask your colleagues if you can hold their listings open.  I've met clients at open house who have done multiple transactions with me and who have referred others to me.  That's probably why I'm a fan of open house.

Work your sphere if you can.  My crowd was pretty tough and wanted to see evidence of success before they were interested in doing business with me. In retrospect, it was a good thing.  It made me better, tougher and stronger.

Debe Maxwell, CRS has great answers for you...follow that advice.  I totally agree with her.  If buying leads worked we would all do it.  It doesn't and neither do "shiny objects" that only make money for the companies that sell them.  

Read and learn everything you can about real estate.  Know your market and have it down pat. 

Face to face and it's who you know and who they know that gets you in the door.  Be visible and available and informed.

Open houses I did them Thursday to Sunday and sometimes through the week.

Knock on doors I did that everyday that I wasn't doing open houses and somedays I did both. I also had little packages made up with my information that I left with them or in the mailbox if they weren't home.

Work on your profiles. Every site realtor, homes, Zillow post your contact info.  Each site will make you more accessible to be contacted. That includes your AR profile with a photo, testimonial, phone #, websites, eMail etc.

I still receive many leads from other realtors.  Coldwell is a great brokerage to get connected together for years.
