Frankly, I did not know this.

 Why do states or governments think that they can control anything?   This is a free country! 

States are always looking for ways to create more revenue, control and power ....

Do you have a specific situation that led you to this question?

Because the private sector does not have the monies to pay for dams, water supply or sewage traetment.

Libral governors trying to take water from those who have extra and give it to those who do not. We do not have those issues of water shaes here in NH. I have read about CA and teh balance between farms and communities.

I have no clue. I think this is a question for the states themselves  - perhaps the Governor?

We live in an area with water rights. They come to certain properties based on infrastructure built years and years ago to provide water to a desert. The infrastructure is in federal and state owned land and they do dictate how the water is delegated.

State= people. People create rules and regulations. What is your suggestions in regards of water rights? 

That's a very good question. Wouldn't it be nice if their only responsibility was to ensure free flow and cleanliness?
