It is my understanding that the hyper-local does not function any longer. The options are there when initially posting. However, after publishing they disappear. I still use them ... not sure why I do ... old habits die hard I guess.

Peter - I typically check hyper local, and will at least select the state. If I write a local post, I will narrow it down to county, and city if it makes sense. However, based on what I am reading, perhaps there is no need if it isn't even working.
