I have never heard of this before...and not really sure what it means... water shares and water rights.... In my area if you live in the city, there is municipal water to every home, and the home owner pays for the water they use. If the property is in the country there is usually a well..

Prior to a Washington State Supreme Court ruling last year, our property owners pretty much had a guaranteed right to be able to water their yard and garden, up to about an acre in size from a well. The State DEQ passed a regulation limiting new wells in a watershed if the usage might impact stream-flow and the ability of migratory fish to reproduce. This may make many rural Legal Lots worth far less. There may even be lots with existing, but as yet un-used wells, and these may be denied building permits as well. Seems a bit tyrannical when a property owner draws water out of the ground for residential use in a rural area, and most of that water will go right back into the ground.

Florida is a riparian rights state. Unless you own a huge agricultural conglomerate (orange groves, sugar cane plantation) where you have to deal with a State DEP Water Management District, it is pretty much a non-issue.

It seems that most of the concerns about this issue only seem to arise from many AR members in one state in the USA. None, or extremely few, of the commentators I have seen over a long period of time have seen this issue elsewhere in the USA or Canada.
