I've seen a couple, but identifying marks on the car is not my style. Case in point, left a dinner in Sherman Oaks last week and was behind a bright red truck with a bright blue LED light around the plate. It was night time. I was able to follow the truck for 25 minutes from over a mile away until he exited the freeway in Westlake. That's an extreme example. Another one "QN REEN" cut my mom off in 93 when she was dropping me off at high school. In 2013 I'm walking through a parking lot where I worked and there she was, her royal highness "QN REEN". New vehicle, same plate. 20 years later I still knew her plate and that she was a crap driver.
My favorite are the ham radio guys with their callsigns on their plates. Quick database check and I know their home address and that they're not home. If a criminal figured that out, makes them an easy target.
