I would put that new buyer on my mailing list, send them a welcome card, but I would draw the line at gifts to someone who was another agent's client regardless of the fact that agency has expired. You never know what other relationship there is between that buyer and their agent and whose toes you are stepping on. Just because you geo-farm, doesn't mean you "own" the neighborhood or its residents.

If this is standard practice to all new residents, it is acceptable. Neighbors do talk and if one doesn't receive the gift, one might be offended. When my son was younger, I had huge, over the top, birthday parties for him. Everyone knew where I lived, I knew everybody and they knew me. The entire neighborhood would know there was a party going on at my home. So, I had to invite EVERYONE with children who lived in our neighborhood so not to upset anyone. It worked. And they always were so thankful I thought enough of them to include their children. Glad my son is in college now!

I do not take any issue with this. What's wrong with it? And I suspect that the buyer's agent took exception which they may need to be reminded that they do not own a human being till the end of time. Now this is your neighborhood, right?
