As someone who has been doing Construction Loans for over 40 years I will tell you this. To build is to spend more money and time than to FIND your new home. If you are building I always tell my borrowers to find a quality, honest and experienced builder.  Get referrals and LET HIM BUILD, and stay out of his hair. Visiting the construction site is fine,but consult,not fight  with the builder.

When someone asks about buying a plot in my area that means a burial plot. I would buy an existing house and not worry too much about the other.
