Never heard of that expression. I know what a bay window is. I know what a walk-out basement is. We just call what you described a bay window and never use the expression "bow" window.

It is a bay window that extends out as part of the construction. In other words, the walls and windows are not flush ... they both extend out. And, even as I type this I question if that makes sense ... or if it explains it correctly.
