I'm not a fan of Avg. Response time as a metric, it can be skewed depending on time of contact (what happens when you get that email at 1am and don't see it until 8am?  Or what about if you're out at a movie with the fam?

That thing that is becoming OH So Rare!  Human Interaction, all the things you have listed are good, however, they do not define character of an agent.  And at the end of a day, you can have a total jerk /jerkette high producer!  Metrics like stats are a very small part of what makes a good agent.  A

Those are not good metrics & stop trying to turn a job into a checklist for the internet.  Average response time is stupid - busy agents don't necessarily call someone back in 10 minutes.

Use a third party system for customer service evaluation.  

If you're using it for recruiting purposes, check their stats (as you mentioned) including their DOM and list-to-sales-price ratios.  If they're in need, offer them what they need to improve upon.

well it depends on a few factors, is your audience the public or realtors (for referrals)

Public, this info sounds good

realtors, GCI is good we understand that however for some peopel it could hurt them becasu of their focus (example: Agents that do relo companies, they get so little in GCI because they give so much in referral fees I know a person giving over 89% of GCI)
