Yes it has changed over time. Points come from many activities and posting blogs is just one of them. Many points can accumulate if the members logs on and comments or invites other members to sign up.

Blogging can reward you with about 10,000 points per month whereas you can earn as much as 50,000 points every month.

They may be maxing out on comments and answers.
Their blog posts may be "contest posts" where you get 1000 to 3000 points just for showing up.

Yes. You used to get points for receiving an answer to a question. Post a good or hot button question, and you could easily get a few hundred points. I think I got my first 15-20k just from Q&A (both asking and answering) and logging on each day.
Plus, if they invited 50 prolific members, the 10% of points can add up over time.
