State laws and county/city laws define practices at a regional level.  Federal laws need to be broad as they apply to all 50 states and the terriories and the district of columbia.  Fair housing is a federal law example, having to install low flow toilets & showers and earthquake safety shutoffs on the gas meter is an example of a Los Angeles CITY law/code.

In theory they fill in the gaps that are applicable to your state. In practice, many repeat federal law (sometimes literally verbatim) to provide enforcement power at the state level.

Federal, state & local laws are important, regardless of which category they're in.  Federal, obviously is the more broad and local, more specific but, following them all is key to always doing the 'right thing!'

The laws are there to differentiate local/state needs vs. what the government perceives as national needs.  Laws of this sort should be established to coincide with the needs of a community, not what the Federal government perceives as needed.  Likely the Federal officials that would establish a law, have never even been to the area that it would affect.

For example Texas is a state that has a number of laws that are unique to the Nation. If you are working, listing, representing in Texas you need to abide by local city code, STATE laws, Federal laws and general NAR rules. Layering of the do's and don'ts means making certain you know what you are doing
