Jan Green - CANVA does a good job of creating such designs. Not to mention you can also do it only using Ribbet, iPiccy and offline using free photoshop look-alike GIMP.
Sandy Padula and Norm...
I made my Facebook page with CANVA, Jan Green ... they have a template for all the social media sites ... and text can be added. I think this is what you're asking ... and I hope CANVA is an answer for you.
this is way beyond my pay grade! Good luck
iPiccy.com is the one I use for this.
We had no trouble changing our photo on FB...and we are not a frequent user of FB. Perhaps, I am not answering your question. Best of luck with this. A
Great response from Praful! And, great question!
Not the right one to answer. Will follow ...

It appears that you have some good answers.
I've stopped using FB so can't answer - I'lll watch the other answers
I'm another vote for CANVA.
I use photoshop to create what I want. But Cartava has some great templets for FB headers
I have Adobe Photoshop and have used it for years Jan. It is expensive and you can find a less expensive alternative.
Ipiccy.com is my favorite. It's easy to crop, resize, and add + size the text... Only thing is there's not a huge selection of fonts available, but enough + ease of use brings me back. I also like GIMP (re: Ryan Huggins) but there's a bit of a learning curve.
If you mean Snagit, it should work.
I'm a fan of GIMP, it's a full blown photoshop equivalent that is 100% free. May be overkill for most people though.
I used Ribbet and added text to the header photo. Ipiccy will work too
I use Snagit which is also by TechSmith. I think that you have to eliminate the border color of the text box. That's how I change mine.
Techsmith has great tutorial videos that will help too.
You might also just try something like Ribbet too.
