I don't know what Amscot is. I'm not sure how USPS works these days but in Canada, Canada Post operates post offices throughout our land but has for several decades also franchised "retail post offices" in third party locations such as a portion of the floor space in drug store chains and elsewhere.
My answer would be (1) or (2) depending upon the location of the building, traffic patterns, who would likely utilize either and other factors.

Oh, definitely the Starbucks...but I'm from California where EVERY DAY starts with a Starbucks. In fact, if you're not holding one of those white cups in your hand or have several empties in your car, then what kind of Californian are you?? LOL!!
Definitely, it would be Starbucks followed by USPS and I don't really know what Amscot is, but I checked and it looks like a payday loan company? If so, I would put them dead last because their hours would be crazy long and traffic would be there all the time at the building, which will make other tenants unhappy.
So definitely...Starbucks! Please a Carmel Macch, non fat and upside down please! Thank you!

My thoughts on those three choices:
USPS - They are selling their buildings and generally a declining business model. Plus, no revenues to speak of and they don't bring many clients to the building.
Starbucks - Not a fan of their policies, but they bring a lot of people in which could be good for the other tenants of the building too. If you can get a percentage of the revenue as part of the lease agreement, then definitely a good deal! Even though I'm not a fan of their product, I'd put free drinks and food into the lease for me. Hot Chocolate is the one thing they seem to be able to get right and they've brought back the Rice Krispy Bars (although not as good as they used to be years ago).
Amscot - From what others say a pay day advance place. May not provide a good revenue for me and could be a higher risk of robberies due to cash on hand. May not lead to increased sales/traffic for other tenants too.
Given that thought process: Starbucks it is!
