I would suggest a small local bank that will lend as a business loan rather than a conventional mortgage.

This is a tough time for land loans.  My best luck has been with local banks that know the area.  Failing that, you will need to find a hard money lender and be willing to pay higher interest rates.

Local banks will often do this type loan but will want some collateral to go over the 70-75% LTV. There will have to be a downpayment. How about finding someone to partner with?

The best lender can be the property owner of the land. Banks are not so cranked on land loans because unlike house loans, they don't package them up and resell on the secondary mortgage market.
