I have both written and received offers that were considered "below market value".  

Some have been accepted and others not.  I do not ever ask my Sellers what their bottom line is because I know things like that change on a daily basis due to issues I'll never be a part of. 

We are required to present all written offers and let the involved parties make the decisions.

Yes, and I don't remember any of them coming out well. I tell my clients that but if they still insist, then so be it. Often they need to lose out of some properties before they learn their lesson.

     An investor had me offer 60-65 cents on the dollar on about two dozen potential rental houses that he picked out of the MLS sight unseen (cash, subject only to inspection and clear title).  

     I emailed the offers, with a brief explanation that it was strictly business, nothing personal, either accept or reject / no counters please. 

     We had several takers, and closed on those houses.

Sure. Depends on the property and strategy for acquisition. We never know what's doable. That investor must be willing to walk away because I do not want to hear whining that the property was lost to them when they insulted the seller, though.

If this is a constant habit with a low baller I require a fee to submit low low offers to sellers. Most of the time they decide to find someone else that has the time to waste.

I am much more likely to fire or refer a client who thinks this is the acceptable way of doing real estate. It's not my style and it is my reputation, and my experience has always been that it's a total waste of time. Next!

If the offer is too low, a lot of sellers here take it as an insult and will tell the buyer to take a hike and reject the offer. I ask the buyer to reconsider before going too low ball.

It's only happened a couple of times. I share what I know about the market data and my best assessment relative to the asking price, but if they want to make an offer knowing all this I will do it. It has yet to be successful

I don't need to write any offer or work with any buyer or seller.  Rookies love writing offers, I did it then too.  I will write a lowball offer if the buyer is willing to negotiate and understands the current market value.  I've written offers $80,000 below market value on a $900,000 home and ended up with a deal at $865,000.  We need to decide whether the buyer is a buyer or not.

we're listing agents, but we have received many like that when it was a buyer's market.... we were thankful to receive it and we worked it until there was nothing left to work...then it's take it or leave it to the seller....

I am required to submit all offers by the nature of having a real estate license, so a demand is rather abrasive. If I have reason to believe the seller can obtain the price the seller wants, I will suggest that the seller either ignore the lowball or counter it; and that process covers about 99.9% of my transactions.

Yes. I spend some time on education and stats and how going way below market value will most likely result in them having to pay more or help the seller choose another offer. If that fails, simply write it and present it. Of course there are clients that I have recommended that they find another agent to work with.

Not so far below that we didn't get a counter offer. I am know as a strong negotiator and strategist, particularly with my investor-clients. I have fired buyer-clients that are unrealistic and keep wanting to get a million dollar home for half price.

We are at the mercy of the client we take on as our boss. If it happened multiple times I may fire the client for wasting my time but hopefully they learn and submit offers that are reasonable.

I don't work with "demanding" clients - at least not for long .I have submitted offers below list price for many clients.  There have also been many examples of properties selling far below/far above what I consider "market value" --- I believe those are often called the most recent comps until something else closes.  Knowing the inventory and being able to explain the numbers establishes our personal "market value".
