I am familiar and use something similar --- basically there are terms and condistions. For your particular example the home must be priced within the agents recommended price range, it will go under contract within XX days, if not the listing side commission would be waived. If any contract is canceled or otherwise dead, the time frame starts over again.
They key, as in just about any listing, is the list price.

Some agents use this in my area and the asterick means they will but it at a severe discount only after the seller has taken predetermined price cuts over the XXX determined days. I do think they get listings because of this and buy very few homes. If you get the price low enough it will sell.
