As usual, I researched before I posted this answer.  The  $10 per barrel fee, would be imposed on the oil companies, which in turn work raise the price of gas at the pump anywhere from 18-25 cents. The funds would be used to rebuild federal highways, and update the train systems among others. In 2014, we used 6.97 billion barrels of oil. At $10 per barrel, that would come to  69.7 billion dollars per year. Reading the Citizens Against Government Waster (cagw.org)  our government is wasting 639 billion per year. Have to government cut the waste by only 10%, would equal the fee (really a tax).  Before any new taxes or fees, the government should cut the waste in spending.

   I have a suggestion:  remember during the big Snow Storm last month, they let tens of thousands of non-essential Government employees stay home? 

    Well since those bureaucrats are NOT ESSENTIAL, then fire all of them, and use that $$$$ to fund any gas-saving projects.

Fuel for motor vehicles should be kept as $4 a gallon.

At that price the consumer makes better choices.

However, the difference between the barrel price for which oil is purchased and refined, and $4 is set aside for highway maintenance/mass transit/walkable communities.

Out in California our gas tax goes to road repair... of course we've since had to pass TWO LAWS to remind our legislature about that.

In reality, money makes the world go round.  The taxes collected or profits made are related to the amount of money the government or a business needs in order to survive.  The falling of energy prices such as oil phone service and electricity makes each of these entities get more creative to get these needed funds.  Traffic Tickets are an option for governments.  Businesses go out of business or consolidate.

oil will not stay low forever - I don't appreciate the liberal lawmakers taking this opportunity to pile on taxes that will not go away when the price of oil goes up.

No its not fair to the public to fund greener vehicles etc.. First cut down on government waste like Bob Betel says. The public gets a break by finally having lower gas/oil prices and they have to pay to help fund mass transit etc.? Let business do the funding. They will get any profits.

Any new 'tax' imposed would stay no matter the future of oil cost.  Why is the general public gettin hit when nothing was mentioned when the oil companies were boasting the biggest profits ever only a few years ago while the public could barely afford to drive to work.

It should not be a tax/fee on fuel but on all vehicles if the concern is maintaining roads and mass transit.
