Then again, there are people out there who do nothing to stay updated on their own.... so this may be the only way to force it down their throats. The general theory I can figure from certifications that require it is 1) knowledge can get stale and outdated, 2) revenue in some cases (some CEs are free though), 3) to educate on new topics/developments in the field.

I;m sure there is a revenue incentive but probably some CYA from a state licensing point, so at least they are showing that they are forcing people to stay educated. That way when an agent messes up the Department of real estate can say they did their part in keeping the public safe.
