I would guess Northeast and Florida. That being said, I wouldn't blindly target based on geography. That's a very inefficient way to market. I would try to find out type of people actually moving there. I'm betting it's a very small percent so you are essentially mass marketing to a tiny niche.

I suggest you confer with those directing the tourist industry in your country. They will know where folks are coming from.
But, when it comes to targeted marketing, I would suggest focusing on the current passion of your intended audience not their location.(Pinterest) You may also look to capture those who have a demonstrated interest regarding the Caribbean(Facebook). And those who are searching for Caribbean information (Google). Focusing on a state will not get the ROI you want.
Now, go to the local airport and make a list of the USA destinations and arrivals shown. That would be a good state specific place to start.

I would think that, directions being relative, in areas where people were coming in from Caribbean islands, perhaps others would want to leave USA TO the islands as well.
