I use the leaderboard to find potential agents for referrals. It works well!

I look first at members who follow me and then at the ones I follow but have not yet followed me. If that fails, I go to the leader-board -- but I look to see who is actively blogging and answering questions so I can get a feel for their personality. If they only post listings -- I probably will not select them.
Best to follow people who are blogging and commenting here on a daily basis.

Start interacting with others on their posts in the Cities you want to have connections.
The leader board is full of dead wood.
That means you would need to do a lot of individual sorting.
One can assume you are looking for engaged ACTIVE professionals who can provide solutions to a challenge you face.
Your challenge is, "Build a bigger network." That means you want to identify those who understand network and are open to opportunities outside their sandbox.
Blog and log who responds.
Example: If you want to build your investor aware network. Write a blog directed to "unintentional" home owners. Those who respond intelligently, are the ones you want to connect to build your network.
Compose multiple variants directed to the same theme and you are on your way to a unique database of those who may be in possession of equivalent vision. Your database will be comprised of those who DEMONSTRATED awareness of that which you seek.
If however, your need is merely referral opportunities, or this is just too much work, then dialing for dollars will prove to be the solution.
