The basic concept is - ASK something that they are almost compelled to answer. 

There are some NLP based responses that gets good response rate.

If possible, send a video email - and you are most likely to get a response! (Keep tracking, though...follow up with a text email).

There is no best email.  Different folks respond to different ones.  Though typically they like to go for something of value.

You have to be very personal. Make it clear that you are a person and not an automatic response. Keep it short, reference the, or holiday.

Unfortunately, there isn't any one such email. Different strokes for different folks, so you need to keep dripping them and seeing what gets individual leads opening your mail.

I have an auto-responder that goes out soon as a new person hits my web site.  When they return I send a more personalized email stating I know the city they are searching, and can offer advice.    I get about 50/50 responses.

I like Praful Thakkar 's answer. You have to try to get them to respond back to you, and asking them a question they might feel compelled to answer is a good way to do that.
