It is an individual decision for each association to decide whether they want to be non-profit or for-profit.  Different tax rules in Canada or the USA, whichever applies, are applicable for each and it needs to be clear what the decision is.  It is essential that non-profits do not taint their status as non-profits under the Internal Revenue Code (USA) or the Income Tax Act (Canada).

Thought they are set up as non-profits? All that extra money goes for programs, marketing and educational etc. Or am I wrong?

Within reason I think it is fine. The money belongs to the Association (Members) and we use our for community projects, PR, supporting industrial growth and Member Education of which most is free to the membership.
