Not sure that there is a best time, perhaps quarterly would work best so that those who miss one can attend another.

Depends on where you are in the country.  Here in SW Florida no one is around in the summer early fall.  I just betcha that January in the midwest wouldn't be a great turnout.

My guess would be in the Spring or the Fall, because the weather is not so hot or too cold. (if it's up north)

There are probably a number of good times during the year  to do it.  Though, I would avoid the holidays and the summer time when many are on vacation.

Depends what it is - if an outdoor event it would make sense to do Spring or Summer, but outside of that I'd just avoid the holiday and back to school seasons

I'd say summer is your best bet, or early fall.
