Depends on the client. In the DC Metro area, there are a fair number of folks who can't talk during the day due to job restrictions. Other people are on their phone all day. If I need to be sure to reach someone, the morning before their work day has begun, is often the best.

When it's sunny out...everyone is in better mood and you get better responses.
In general, I find afternoons are better than mornings as people are rushed in morning and trying to get work done.
That being said, it depends on the person. For some of my customers where both work, often evening or Sat 10-noon works best. For those where wife doesn't work or works part time, early afternoon (before kids get home) or very late morning.
