I have seen a steady flow of buyers, all which are ready to buy before rates do go up. The problem is the lack of listings and most buyers have not been pre approved yet.

This is an interesting question, and it will be interesting to see it play out. I've actually been getting more calls (than usual) w/ those about to sell their homes (they are prepping home and putting on the market over summer. And, several for next spring.
Oh course, we always get more calls from buyers than sellers as that is a much better target for us.

There are more buyers. This is being driven by the reality their existing home has increased in value sufficiently, allowing them to move.
The interest rates are only a side issue.
Those wanting to transition from renting to owning are realizing those low interest rates don't apply to them.

Yes, some are finally getting serious, getting their pre-approvals ready and updated, making a list of neigborhoods they prefer to buy in, doing drive byes in potential neighborhoods, etc.

I'm seeing less buyers at the moment as our prices have gone up a bit to fast and our inventory is way down. We have lots of window shoppers, but few serious buyers at the moment.
